In 2008, the legislature
passed SSB 6596 to create the Sex Offender Policy Board (SOPB) RCW 9.94A.8671 states the Legislature's intent to promote a coordinated and
integrated response to sex offender management and create an entity to
respond to issues that arise, such as integrating state and federal laws,
in a way that enhances the state's interest in protecting the community
with an emphasis on public safety.
The Board is assigned a wide
variety of duties that range form examining individual cases to setting
performance measures for the entire system statewide. In addition, the
Board will be a repository for research on best practices in sex offender
management, response systems and prevention.
Pursuant to RCW 9.94A.8676
the Board is required to report to the Governor and the legislature
on:
-
current research and best
practices related to risk assessment, treatment, and supervision of sex
offenders;
-
community education
regarding sex offenses and offenders;
-
prevention of sex
offenses;
-
sex offender
management;
-
the performance of sex
offender prevention and response systems; and
-
any other activities
performed by the board in the prior twelve months in the furtherance of
the purpose of chapter 249, Laws of 2008.
